A drop waist frock is a dress or kameez whose horizontal seam sits low, around the hip, instead of at the natural waist. Above the seam the bodice runs straight and fairly close from the shoulders to the hip; below it a skirt is gathered, pleated or flared.
Shops call it a low waist frock, a drop waist dress or a drop waist kameez. The shape was popular in the 1920s and keeps returning, both in Western dresses and in long Pakistani frocks.
The line it gives
Because the seam is low, the body looks long and the skirt looks short in proportion. The bodice does not pull in at the waist, so the overall look is relaxed and straight rather than hourglass. It is roughly the opposite of a high-waisted or empire shape, where the seam sits under the bust and the skirt starts early.

On a petite frame, a very low seam can make the legs look shorter, so raising it slightly to the top of the hip and keeping the skirt longer helps. Fabrics and measurements
The bodice needs to lie smoothly, and the skirt needs to move. A single fabric that does both well works best: lawn, crepe, georgette over a lining, soft cotton and silk blends. Very stiff fabric makes the skirt stand out from the hip, which adds width exactly where the seam already draws the eye.
